What it tells the browser, "Switch to standards mode or some bullshit" and not "quirks mode", which quirks mode is a old compatibility mode for websites made when the internet was at its finest.
From my sources, you will only probably use "Quirks mode" when you have some bullshit old geezer browser from like the 90's. Just use <!DOCTYPE html> and don't pay attention to it very much, as it just tells your modern non old geezer browser to use modern html. I think anyways.

This tag tells the browser where your HTML document starts and where it ends.
Think of this tag as some big container, with all your bullshit code inside of it. This also goes hand in hand with the <body> and <head> tags, this is where all your main code will go for the most part.
small correction: <body> and <head> tags don't carry ALL of your code, it just contains infomartion, like your title, metadata, css links ect, thats what the head tag stores, the body tag stores visable content. On the current page.

The head tag tells the web browser and search engines background informatoin about the web page, like the title, style rules and character encoding, while keeping all that info inside your code and not on the browser, we don't want that, now do we?
The head tag, like the title tag, is visible through multiple things, like your browser tab name, or the search results, even though it isn't apart of the visuals at all.
